OUR PRIORITIES
NYS Action Plan
New York’s Action Plan focuses on integrating the science of reading (SoR) into teacher preparation programs in early childhood education, childhood education, English to speakers of other languages, literacy, and students with disabilities. Specifically, the Action Plan outlines initiatives in the six areas below.
Action Plan Policy Details
The New York State Action Plan establishes a critical framework for literacy improvement, centering on the mandate to integrate the science of reading into educator preparation policy. The New York State Education Department (NYSED) is taking a proactive role in ensuring that all future educators are equipped with evidence-based, culturally responsive practices from the start of their careers.
ACTION AREA 1
Alignment of Program Requirements & Certification
Ensure that EPPs integrate SoR into their courses of study and into the measures of teacher candidate
readiness (e.g., program requirements, certification exams, teacher performance assessment).
ACTION AREA 2
Data-Driven Program Review & Transparency
Develop a system for understanding how EPP courses of study are aligned with culturally responsive,
evidence-based practices for teaching literacy that are grounded in SoR on an ongoing basis in order to refine
and improve NYSED’s program review process.
